The ENGLink Technical Services contract provides essential development, maintenance, and support for the U.S. Army Corps of Engineers' mission-critical emergency management system used to coordinate response activities during natural disasters and other contingency events nationwide. This contract requires expert management of software development, cybersecurity, training, and help desk functions to ensure continuous operation of a system that supports life-saving response efforts during emergency situations, including hurricanes, floods, wildfires, and other crisis events.

The Lead Developer for ENGLink, helps shape the technological foundation of a mission-critical system that supports emergency management and disaster response across the nation. The applicant's technical expertise will enhance the capabilities of the U.S. Army Corps of Engineers to prepare for, respond to, and recover from emergencies. This role offers the opportunity to work with cutting-edge technologies while contributing directly to national preparedness and resilience.

Position Responsibilities:

  • Lead development and maintenance of ENGLink web applications in a hosted unclassified Microsoft domain
  • Foster innovation while maintaining system stability and reliability
  • Maintain application data synchronization between web-application front-ends and back-end services
  • Respond to software bug reports and provide follow-up solutions within two hours
  • Document changes to source code resulting from bug fixes
  • Maintain Development, Testing, Training, and Production environments
  • Implement secure coding practices across the development team
  • Develop integration testing protocols and validation procedures
  • Document all integration points and dependencies
  • Respond to customer website portal update requests
  • Assist with system configuration changes and provide architecture diagrams
  • Provide emergency system services to patch or correct unforeseen bugs or anomalies
  • Create and maintain documentation required to support DoD RMF Authority To Operate (ATO)
  • Track all purchases and maintain documentation with software/hardware expiration dates
  • Lead the design, process, development, integration and modification of ENGLink
  • Integrate data from other certified platforms with ENGLink
  • Use and participate in Scrum development methodologies
  • Oversee development team members and code quality
