Come join our talented team that delivers Application Operations, Maintenance, and Modernization services while sustaining mission-critical grants management systems for a federal agency. Our team consists of application developers, business and requirements analysts, project managers, and database developers and administrators. We are embarking upon exciting initiatives to modernize multiple legacy on-premise systems. We are performing systems engineering tradeoff studies to evaluate and eventually implement alternative state-of-the-art technologies while we implement ongoing minor system fixes and enhancements. Our vision is to migrate all of the heterogenous on-premise host platforms into an integrated, shared services Cloud computing environment.


Summary of Major Job Functions:

  • Non-technical activities: Provide inputs for management-related deliverables.
  • Technical activities: This Lead Software Developer (Granicus Grantium Subject Matter Expert) will provide technical and management leadership in the operation, maintenance, modernization, and enhancement of the e-snaps application to achieve mission objectives. The Lead Software Developer (Granicus Grantium Subject Matter Expert) performs the technical tasks described below either independently or as the lead of task teams of 3 - 7 individuals performing the described tasks for one or more grants systems. Specific responsibilities include:

Operations and Maintenance: Under the direction of a Project Manager, perform:

  • Software application maintenance, including defect fixes and COTS product version upgrades, following standard SDLC/Agile processes to improve system functionality, maintainability, and performance
  • Requirements analysis, design, development, testing, and deployment of changes and minor enhancements to the existing e-snaps system in order to achieve the required system updates
  • Operations support, including trouble ticket remediation, to provide services necessary to continue ongoing operations of deployed functionality
  • Maintenance support to provide services, including application bug fixes and MicroStrategy Report generation
  • Implementation of system configurations to the Grantium product that operationalize annual changes from the Continuum of Care (CoC)/Homeless Assistance Grant Notification of Funding Availability to automate the competitive grant cycle
  • Development and deployment to production of the configurations of the Grantium-based e-snaps system for HUD to automate annual CoC grant program competitions

Primary Responsibilities:

  • Serve as the Grantium SME in the contractual Key Person role for the program
  • Lead an Agile Software Development Team that develops, tests, deploys, maintains, and enhances the e-snaps application
  • Manage relevant stakeholder communities
  • Support Project Management activities
  • Support Cybersecurity compliance initiatives
  • Develop technical deliverables
Requirements
  • Bachelor’s Degree in Computer Science, Business, Accounting, Finance, Mathematics, or similar discipline. Substitution of experience for education may be made where four (4) years of additional experience will be equivalent to a four (4) year degree.
  • Minimum of five (5) years’ experience in business process analysis/workflow improvement
  • Minimum of four (4) or more years’ of experience performing design and coding/configuration of forms and workflows in Granicus Grantium Grants Management Platform to automate grants management processes.
  • Knowledge of, and experience with, grants management processes at HUD or other government agencies.
  • Expertise in developing software in a Linux OS/Oracle Database backend, and WebLogic-based front-end on-premise client- server platform environment
  • Expertise in Agile development methodologies
  • Strong teamwork skills
  • Excellent verbal and written communication skills

Desired Skills & Qualifications

  • Experience with federal grants programs
  • Demonstrate proficiency in:Β 
  1. The HUD e-snaps software application
  2. The HUD HARTS Release process
  3. Cloud computing
  4. Cloud application and data migration

Certifications: At least one of the professional certifications

  • Salesforce Certified Developer Certification
  • ServiceNow Certified Application Developer
  • MicroStrategy and OLAP skills desirable for Business Intelligence and report development generation

  • The salary for this position is $115,000 - 152,000 annually
  • This role offers a flexible work arrangement, primarily remote with the understanding that occasional on-site presence may be required to support client needs.
